Can Nkongolo Upset Munoz in District 31?

Could there be an upset alert in the House of Delegate race in District 31 in Anne Arundel County (Severna Park, Pasadena and Millersville)?

When Del. Michael Malone was appointed to a Circuit Court judge, that caused Rachael Munoz to be appointed to his House of Delegates seat in District 33.

With redistricting, Munoz is now in District 31 and she is on the ticket with state Sen. Bryan Simonaire and Delegates Nic Kipke and Brian Chisholm.

Kipke and Chisholm should finish first and second in the primary. Is Munoz’s seat safe and will she go back to Annapolis 2023? Maybe or maybe not?

Munoz is not a lock to get back to Annapolis as fellow Republican LaToya Nkongolo could be a factor in District 31.

Nkongolo is an African American Female and a mental health advocate. She has $26,000 in her campaign account as of mid-June compared to Munoz’s $7,000 in her account.

If this was an open GOP seat, Nkongolo would probably be favorite to take that seat. However, Munoz is on the GOP ticket and the incumbents have a right to form a ticket.

Is it going to help Munoz? Of course, it will help, but will it be enough?

Voters traditionally don’t like it when an elected official is “appointed”. They want that candidate to earn his/her spot.

Now I’m not in the Anne Arundel County district, but if Nkongolo is outworking Munoz and Munoz is cling too close to the incumbents, Nkongolo might be able to pull off an upset.

What is the atmosphere on the ground in District 31 in this race?
