Thirteen Democrats Vote Against BRFA

Do you want to know which Democratic seats are considered “battleground” districts in 2026? Look no further than at the Democrats that voted against HB 352 Budget Reconciliation and Financing Act of 2025 (BRFA)

While every Democrat in the House of Delegates and the State Senate except Sheree Samples-Hughes and Mary James Dulaney, voted in favor of HB 350 The Budget Bill, eight Democratic delegates and five Democratic senators voted against the BRFA.

Last year only eight Democrats voted against the BRFA and one Republican voted for it.

It must be close to election season because all 13 “no” votes came from Democrats in battle ground districts.

Sample-Hughes and Dulaney voted no on both bills.

The following Democrats voted against the BRFA: Senator Carl Jackson of District 8 in Baltimore County; District 9 Senator Katie Fry Hester and Delegates, Chao Wu and Natalie Ziegler of Howard and Carroll County; Gary Simmons of District 12B in Anne Arundel County; Brian Crosby of District 39 in Southern Maryland; District 30 Senator Shaneka Henson of Anne Arundel County; District 33 Senator Dawn Giles and Delegate Heather Bagnall in Anne Arundel; District 34 Senator Dulaney and District 34A Delegates Steve Johnson and Andre Johnson of Harford County and Samples-Hughes of the Eastern Shore.

For many, if not all of these Democrats, it’s too little too late. Many of their horrendous voting records over the past three years won’t be saved by one vote against the BRFA.

At least these 13 Democrats knowledge they will have a tough battle.

District 30A Delegates Dana Jones and Dylan Behler didn’t follow their Senator Henson and voted for the BFRA. The three delegates in District 8 Nick Allen, Harry Bhandari and Kim Ross also voted the opposite of Jackson by voting “yes” on the BRFA.
