Freedom Caucus Secures Transparency Victory in Budget

Today, the Maryland Freedom Caucus secured a major win for transparency, accountability, and responsible stewardship of taxpayer dollars with the adoption of a key budget amendment ensuring stricter oversight of state funding to nonprofit organizations.

The measure, based on legislation sponsored by Vice Chair Delegate
Kathy Szeliga and championed by Maryland Freedom Caucus members, requires that any nonprofit receiving state aid be in good standing with the IRS, current on all tax obligations, properly registered with the state, and compliant with required financial disclosures.

“It is the bare minimum to require nonprofits to be compliant with taxes and filings before they can receive any taxpayer money,” said Delegate Szeliga.

“For too long, there has been insufficient transparency around how taxpayer money is distributed. Today, that changes.”

The amendment reflects core priorities of the Maryland Freedom Caucus’s 2026 legislative platform and represents a significant step toward restoring trust in state government spending.

“While others may attempt to claim credit, this policy is the direct result of sustained leadership and advocacy from the Maryland Freedom Caucus,” Chair, Delegate Matt Morgan added.

“Thanks to public pressure, we’re encouraged to see Annapolis Democrats adopt a portion of our transparency agenda.”

The Maryland Freedom Caucus will continue to push for greater transparency, fiscal responsibility, and accountability in Annapolis.
